This effect is very
similar to the "Shimmer, black" effect, but instead of working with
the dark parts of an image, this effect detects the white parts and
spreads them to their neighboring pixels.
When used in conjunction with the Shimmer, black effect or applying
multiple layers of shimmer, very nice effects can be generated.
