The "Noise" effect
applies random red, green and blue pixels to the image, mixed at a
specified amount with the original image separately for each of the
channels.
Red - Sets the amount of the random red pixels to mix with the original red channel.
Green - Sets the amount of the random green pixels to mix with the original green channel.
Blue - Sets the amount of the random blue pixels to mix with the original blue channel.
