The "Light" does nothing but shine a light in a specified direction from a specified location with a specified width. It's simply an easy way to get a light source on your image.
Color - Sets the color of the light
source.
X position - Specifies the horizontal offset of the light as a percentage of the image width.
Y position - Specifies the vertical offset of the light as a percentage of the image height.
Angle - Determines the rotation of the light source in degrees.
Focus - Specifies how focussed the light source is. The lower the focus, the more blurred the light source will be.
