This effect simulates
distortion caused by missing or incorrect horizontal
synchronization signals; each line will be randomly shifted
horizontally up to a specified distance.
Deviation - Determines how much percentage of the total image width each line may be shifted horizontally.
Border mode - Sets how the empty pixels which appear at the sides should be handled. Blackout border just turns them black, Repeat edges repeats the last pixel on the line and Wrap around just copies the pixels in sequence from the other side of the image.
