effect offsets the intensity of the independent red, green and blue
channels by a limited random amount.
Red - Determines the maximum amount of offset the red pixels may have.
Green - Determines the maximum amount of offset the green pixels may have.
Blue - Determines the maximum amount of offset the blue pixels may have.
