The zoom blur effect blurs the image in lines originating from the center and spreading out to the edges, giving a zoom motion blur effect.
The amount determines the "size" of the blurring. Larger means
more blurring, at 0%, no blurring occurs.
It's difficult to relate it to constant real-life measurements. The
equivalent of 100% zoom blur would be when an image is zoomed in
from a tenth to ten times the size of the picture.
