The radial blur effect blurs the image in circular lines around the center, giving a "spinning" motion blur effect.
The amount determines the "size" of the blurring. Larger means
more blurring, at 0%, no blurring occurs.
In real-life, this would be equivalent to how much the camera or
subject rotated whilst the shutter was opened. At 100%, this would
mean the camera made a full 360° turn.
